Nonprofit Proposes Apartment Complex Near Palo Alto Transit Hub

The proposal targets a parcel currently occupied by office buildings, a common sight in this tech-heavy region. Under the plan, the nonprofit would demolish the existing structures and construct a multi-story complex with a mix of studio, one-bedroom, and two-bedroom units. The exact number of apartments has not been finalized, but early estimates suggest the project could deliver between 60 and 80 homes. A portion of the units would be set aside as affordable housing, aligning with the nonprofit's mission to serve low- and moderate-income households.

Location is a key selling point. The site sits within walking distance of a Caltrain station, making it attractive for commuters heading to San Francisco or Silicon Valley. The nonprofit argues that this transit-oriented approach reduces car dependency and supports regional climate goals. Parking would be limited, with more space reserved for bicycles and pedestrian access.

The plan has already drawn interest from local housing advocates, who see it as a small but meaningful step toward easing Palo Alto's chronic housing shortage. The city has struggled to meet state-mandated housing targets, and projects like this one are seen as necessary to close the gap. However, some neighbors have expressed concerns about increased traffic and changes to the neighborhood's character. The nonprofit has pledged to hold community meetings to address these issues before submitting a formal application.

No timeline has been set for city review, but the organization hopes to break ground within two years. If successful, the project could serve as a model for other nonprofits looking to convert underused office space into much-needed housing.
